Depend on the reason of your I-485 delay

如果是因為排期延誤，就有效。因為美國公民親屬不受排期限製。
如果是因為背景調查延誤，什麽綠卡背景調查沒有完成前都無法批準。
新的I-485應該交芝加哥，而非VSC，去www.uscis.gov/immigration forms/I-485 instruction裏麵仔細看看
