FBI name check

I wrote to FBI to ask for my FOIPA report in order to collect evidence for WOM.and got a letter from FBI saying "No records responsive to your FOIPA request were located by a search of the automated indices. You may file an administrative appeal by writing to...."
Does everybody got the same thing? Does it mean there is no crime record? Please advice, thank you so much!
