Observations:
1) 26,000 is quite consistent number as to the average cases filed each month, which will serves as a very good base or reference when we count any increase.
2) A huge soar of files starting from Apr 1, 2006, followed by the peak of 76,904 cases filed in May, 2006. Apparently, the increases are those early birds who compete with the FY2007 65,000 cap. No wonder they quickly exhausted the cap by May 26, 2006, 16 months ahead of the end of FY2007.
