I don't know which is better to appeal or file a new one. But anyway,
1) when you claim your awards, never emphasize 'fellowship', which is not accepted. You can specify British and China more to prove your 'international acclaim'!!! Science and Technology First Class award from Chinese Oversea Affair (Qiao Ban) is a great award. I think you have to find the criteria, even in CHinese, and translate and certificate it.
2) membership maybe difficult to be accepted when appeal.
3) I think may no 'leadership' from the 10 crtiteria by USCIS. But you can claim as a critical role in the university. You have to say university is famous, then your role is so critical. Not always say by your self. Better to collect some letters from your president of university or hospital to claim that you are critical.

4) 30 + 20 papers are very good enough. More important you should emphasize your citation!
5) media report is good. but you have to find any 'eveidence' to prove this media is a national or international level. Try 'google' it.
6) editor is good, but is better to combine your review to prove your'judge of others work'
Do not picnic, try your best to find any 'consolidated evidence', including citation, media report, award criteria, membership criteria, patent, rather than your words only.
My feeling is not to claim all criteria but only the stronger 4 or 5 which you can provide 'enough consolidated evidence'
