關於中國與美國，英國與美國的退稅協議

我來自中國，但是在英國轉了一圈，呆了兩年，以J1直接來到美國。學校的人說，我是從英國來，退稅時應該按照英國與美國之間的協定，而不是中國與美國之間的協定，哪怕我是中國人，持有中國護照。請問各位大牛，我哪裏可以找到這樣的政府協議？我的情況隻能如此？
