WOM may be an option for all your such long delayed cases.

If you are sure it is name chack problem, sue both USCIS and FBI.

My PD is May 2004. I got card at the end of last year after WOM filed last October.

Think about all the possible outcomes. If you think you will lose nothing and have no immdeidate "out-of-status" concern if WOM doesn't go smoothly, then just go ahead, especially if you DIY. Think twice before you jump.
