給FBI records management division 寫信得到回音說"no records responsive to your FOIPA requestwere located by" a "main file search". 這是什麽意思？ 是不是意味著name check done 或者case delay not because FBI but in USCIS?

The letter suggest "may file an adminstrative appeal to Office of Information and Pravicy U. S. Dept. of Justice".

Is this only a typical business letter?
