Postdoc Fellow sounds like not a permamant position, but a Postdoc Research Associate may be a permanant position. However, the USINS cares "whether the position AFTER your GC is approved is permanant". I know F1 students got approved. So, it really does not matter. I would answer YES or ask my attorney.
