Question on Interim EAD

I am planning to go to local CIS office to apply for an interim EAD. However, I got questions:

1. Does the Santa Ana (Orange County, California) office handle interim EAD?

2. I heard one has to be very early to get in-line to get the interim EAD, but how early? Especially for Santa Ana office?
