Need helps about F1 to H4 !!!

I have no enough money to keep my F-1 status and want to change to H4. The school just begin this semester, I would like to know:
(1) Should I keep F-1 status during transfer time? May I not keep F-1 (not pay tuition in Full) and wait for H4 approved.
(2) Can I register class during transfer time?
