EB11 Help: 請問申請時中國百篇優秀博士論文獎滿足獎項要求嗎?

博士其間獲得過中科院院長獎,畢業後獲得過中國百篇優秀博士論文獎數.但immigration officer says: both awards are impressive, but the scope of the awards is limited to students in the petitioner's home country.the petitioner need to summit evidence of the receipt of awards after his studies were complete, otherwise could not estatbished that he has received awards for outstanding achivement in the field.

Anybody received such awards have their awards counted for the EB11 requirement? How can I rebut his comment?
