怎麽和公司談待遇比較合適？

一個小公司希望我盡快去工作並願意支持我的綠卡申請（Eb1b），但就是不和我談工資。在麵試時問過待遇，答曰包括salary, reimbursement of relocation. 最近借口辦綠卡要offer letter，公司答應給offer letter但還是不談工資。請問大家這是怎麽回事？我怎麽和公司談待遇比較合適？
