If principle H-1B is eligible for the 7th year, the H4 dependent of that H1B will also be eligible.
Other than that, it's grey area, and every one can have his own interpretation. But only decision made by CIS official memo, immigration judge or the officer that review your case counts. All other people's (including lawyers) interpretation is only an opinion.
