Two more Qs to XBT about my report to u yesterday

1.The paperwork I mentioned which I signed my name and made my index FP, For most people who get their GC direcly from SC, they don't have to sing and FP, so I wondered what it is ?
2.SInce the immigration officer said my hu*****'s NC has been clear, why he still need 2nd FP?
