Are you China-born? Did you file I-485 based on current PD or USCIS accepted by mistake?

Because with EB2 2006-11 PD, China-born could not have filed I-485 unless there was an mistake.

Whether you can extend H1B in 3 years increment due to retrogressed by per country limit depends on my two questions above.
