140 in TXC pending for 11 month

My 140:
1.Filed at the California Service Center in January 2006

2.Got the case number on 2/21/2006

3.I-140 was transferred to the Texas Service Center on March 2006.

Untill today, it is still pending, what the hell are they doing?
What can I do?
