兩個I-539表格的問題

本人140已批,全家I-485Pending. 現正申請H1及子女的H4延期. 在I-539表格Part 4的3a是"Are you, or any other person included on the application, an applicant for an immigrant visa?". 3b是"Has an immigrant petition ever been filed for you or for any other person included in this application?". 我的問題是,子女在填這部分時應該填Yes還是No? 他們沒有遞交過I-140, 隻遞交過I-485.
rerre對這個問題的回答是: 3a Yes; 3b No. 但我認為I-485是在美國調整身份,並非簽證,為什麽3a是Yes?
