I-140 PD 沒有carry over怎麽辦?

EB3 140 with PD 2004去年年初批準。後來改申請EB2，140剛剛批準，但是PD並沒有carry over。這次申請140的時候特意在cover letter裏麵寫了要carry over PD,也附上了EB3 140的approval notice原件，但是好像他們沒注意到。現在應該通過什麽程序來更改PD?
