Elain Chao did a poor job, she should be blamed. She takes advantage of being a minority immigrant, but she did not show due care or sympathy towards employment based immigrants. DOL under her management has become the worst nightmare for people seeking labor certification. Backlog Centers have bore the same image of a dark concentrate camp, easy sucked in, difficult get out.

She should be blamed.
