I-129 question, please help, urgent!!

I am doing H1 transfer.

In part 4 of I-129. "If you indicated you were filing a new petition in Part 2, within the past seven years has any person in this petition:
Ever been given the classification you are now requesting?"

Is H1 transfer a new petition or only "New Employment" in part 2 is new petition? In my case, should I answer yes or no for this question? Since it is H1 transfer, I sure have been given the classification I am now requesting.

In H Classification Supplementto Form I-129, part 3, should I include the H4 period of stay?
