H1 transfer.
Should I put the date I file new H1 application as the start date in form I-129 or the date the company want me to start working?
Transfer is not a new one. You need to link the two date from old one to new position.

Am I OK to work once I get the receipt from USCIS?
It should be get approval notice. If it is extension, receipt is ok.

Is the $190 fee for form I-129 my personal check or company check?
Either way is ok.
