Howlong get Labor Certifate?

I filed RIR at the end of 2003 in NJ.
I checked the website,rightnow the proceding is Oct 2001.
How slow it is!!
Anyone knows in my case, when could I get the Labor certifation?
Should I really wait for 2 years to get it?
