Xiaobaitu and other experts: I have Qs about H1 to H4

I and my wife both have H1 and EAD (never used). She plans to quit job and transfers to my location. My questions are:
(1) can she apply for H4? if so, when can she quit job (after H4 approval?)
(2) what is the best way to deal with this situation based on your experience?
