to make the decision. You can still sue USCIS and FBI for unreasonablly delay. I do not see anything new here in the so called policy change. It tries to scare away people and discourage them from filing lawsuit. But trust me, if they can not improve their efficiency, lawsuit will continue unless Congress has new law to bar it.
