It depends on how well your letters were drafted or written.

Recommnedation letters are served to show immigration officer: how superior you are, how your work has made a great influence nationally and/or internationally, and what benefits you are going to bring to USA or USA people if petition is granted or what loss will USA experience if denied.

If your EB1-b letters can meet the above-mentioned criteria, they should be ok to use them for EB1-a application.
