Premium Processing for I-140

本人的I-140不幸到了NSC，等待中。考慮到換工作，而140不批還不能CARRY ON優先
日期，可這緣由又不能和公司律師明說。不得以，想自己辦PREMIUM。請這裏的明白
人指導一下，問能不能自己填一張表，交張支票，把這個CASE UPGRADE TO PREMIUM。
