historically any new system will cause further delays

any bug or instability of the system will hold off all cases to be processed.

Also the new system only mentioned that the distributed databases will be centralized, so the results can be returned faster,
but the delay of NC was not because the delay of the results returned, it was the delay at FBI office which any NC case with "hit" needs to pass through one of the 6 staffs handling these tons of cases.

The NC still needs the be cleared by FBI. Only if FBI open a large office staffed with 100 people may expedite the process.
