H1B visa at canada

Any one know whether I can get H1b visa from Canada/Mexico? I got my first H1B visa at Japan, instead of China, 3 years ago. I will go to Japan for business next month. But On website say:

Renewals of C1/D, D, F, H, I, J, L, M, O, P, and R visas, if the initial visa was issued in the applicant's home country or at one of the border posts in the past few years.

Can I apply H1b at Canada/ mexico?
