If filing it yourself (PRO SE), $350 case filing fee plus summons delivery fee (you can use certified mail).

Go to your disctrict Federal Court web site and download the CIVIL PRO SE Manual (step by step instructions) and set up a PACER account. Go to your district Federal Court page in PACER. Search the cases having FBI Director (Mueller) or USCIS Director as the defendant. Open and download those WOM cases that are withdrawn by Plaintiff (most of time means Plaintiff got what they wanted after filing WOM). By looking at those successful cases, you can copy and paste (by replacing the necessary content with your stuff) and create your own complaint document (the main part of PRO SE).
