Convert from OPT to H4 process

My wife works at a company and her status is OPT (expires at July 30, 2007). My status is H1 (began from 10/01/2006). I want to convert her status from F1 to H4 validated from July 31, 2007 in this or next week. After she gets the valid H4, she wants to apply for H1 validated from 10/01/2007 to continue her job.

1. How to convert from F1 to H4?
2. How long will it (F1->H4) take?
3. Can she work at the company during July 31~Oct. 1, 2007?
