請教這段話能用嗎，多謝！

推薦信中的一段話，“it is highly unlikely that Dr. XXX's presence in the US labor force would displace any US citizens due to the highly sophisticated nature of his work, the scarcity of practitioners with comarable skills in his challenging research area, and, most importantly, because of the outstanding quality of his work and ability.”
請教高人，這段話能不能用來證明 “you must persuasuvely demonstrate that the national interest would be adversely affected if a labor certification were required.”
另外，如果我用這段話的話，不是和"you must establish you are not seeking a national interest waiver based on a shortage of qualified workers in a given field, regardless of the nature of the occupation" 相矛盾嗎？
