485file tax Resident/Nonreside

nt. I was exempted federal tax according to article 19 (Chinese researcher) last year. But in last year, my 140 was approved and 485 is still pending, am I still eligible to get the federal tax exempted when I file the tax return for 2003? I meet the substantial residence test, according to the IRS publication 519, I should file form for Resident Alien, if I file as resident alien, is it still possible to get the tax exempted?
