Please help for a simple question ?

I am in the Pennsylvania, and I talked to a lawyer in California for the possibility of applying I-140 as Eb1a ( an extraordinary researcher ). One reason that he gave me is that he can the application documents to Texas, not Nebraska. May I ask whether this is true ?


From the I-140 form, all I can see is that I-140 (or/and I-485) should be ted to Nabraska.
