EB1A cover letter and petition letter question

I am preparing EB1A by DIY. I am wondering if I should write a cover letter to list my documents and write a separate petition letter to list the items I meet among the 10 items. Or Should I put everything in one cover letter?

Experienced friends, Please give me some advices.
