侄女6歲，來美上小學，簽證把握多大，怎麽辦理

我在美國的綠卡已有4年了。我還沒結婚，沒小孩。想把姐姐的小孩接來上小學。這樣的簽證好不好拿。我目前沒有想辦領養手續的打算。
我近來要回國看望父母，正好想了解一下這種簽證的情況。請教大俠，我應該去哪裏問，需要辦什麽材料？多謝!
