大家看看, 美國的移民律師是不是錯了?

準備 EB2 NIW 申請綠卡,叫seattle的一個美國移民律師評估了一下. 他在2006年7月30日回複到:

CIS now allows concurrent filing of I-140 and I-485 in employment based cases. Normally this is the preferred practice where there is not a visa quota shortage. Alternatively, you could just file now for the I-140 with NIW, and then in a few months when that is approved, I-485 applications.

看了各位的帖子, 對他的說法有疑問:
1) 他說I140和I485能同時提交, 可我覺得有排期存在, 沒法同時提交啊.
2) 他說I140批準後, 馬上可以提交I485. 因為同樣原因, 應該不能吧?

是他錯了還是我錯了? 人家可是移民律師啊....
