A litle similar to my case.
My LC was approve early this year.
Because priority date, Concurrent I140 & I485 for EB2 is not possible at that time, My lawyer summit I140 for me.

I got I140 approved in less than two months.
But I was supprised that the approved I140 is EB3.

I called my lawyer, he would not admit it was his fault.
But he said it is NOT neccessary to file PERM. Instead he
filed another I140 EB2 for me, because He said LC doesn't
indicate EB3 or EB2.

So I was waiting about 5 months, worried about the I140.
While waiting, my priority date is dued, I keep asking my
lawyer how to do, PERM or file I485. He just told me to wait, and he also said that EB2 I140 may be denied.

Finally when I140 Premium Process service is available, I ask the lawer to request I140 Premium Process service.

A week later, the lawyer told me that CSIS rejected I140 Premium Process service for my case.

THe reason is stupid, instead of write complaint letter ,my lawyer file another I140 Premium Process service request. At this time, my I140 EB2 got approved.

I just file my I485 last month.

Conclusion:
1. It is NOT neccessary to file PERM, LC doesn't indicate EB3 or EB2.
2. Use premium process service.
