Actually I think the real reason is there really have been a lot of RIR released recently. I have heard a lot of 2004 RIR certified, even from the slow Philly center. These cases are going to the USCIS at regular pace every month, which probably equates the quota for China mainland per month already. There is no point for USCIS to take later cases since the cases from BPC centers is enough already. They just need to make sure they don't waste the quota. I think it is just that simple, demand vs. supply. We are just unfortunately to be caught in this limbo.
