Xiao Bei Tu 和其他好心人請幫忙 ！

one H4 holding dependant has been with H4 visa for about 5 years and will be getting to 21 years old. Now he is a freshman at a college. He applied green card before with his family, but did not come through.

Dear XiaoBeiTu and any other kind knowledgble friends tell me please whether he could be able to transfer his visa state to F1 before he becomes to 21. And is there any other opitions also?
