Discussion for EB2 and EB3 stucker

As we all know, the EB2 and EB3 backlog center releases the approved LC and impact the visa bulletin. However, I believe the FBI Background check also impacts the use of annual quota. In another word, if FBI cleared the BC for 2800 Mainland born people in Dec, it will use up all the visa quota of China regardless what happened in BEC. Am I correct? Insiders, please share the operational methodology of USCIS.Thanks!
