help: apply both F1 reinstat and change status

I have mentioned my condition before, I-20 expired on Sep.25, 2006, application of I-485 (my hu*****and is the petitioner)was denied because the visa is not available at the time of application.

Now I decided to apply F1 reinstatement together with change status to H-4. I am wondering

1) if I should apply these two totally separately such as there is not the other application.

2) I should mention, for example, in the application to change status, that if I am not legal to apply f1 reinstatement, could you please change my status to H4, or something related these two applications
