NIW EB2, 13個月拿到綠卡，是否空前

我的朋友，搞醫學研究，大陸出生，後拿到日本國籍，去年9月底遞140+485，加州,背景比較弱，中間打指紋還因不清楚被要求再次打，被要求出示在日本期間的無犯罪紀錄又耽擱3個月，上周拿到綠卡，神奇嗎
