social security tax and medicare tax

我是05年11月用J1 簽證來美國的，做博士後研究的。今天我們單位人事部的人說我的工資要從07年1月扣social security tax and medicare tax. 他們說是J1 簽證前2年可以免上麵2個稅。

請問：

1：J1 簽證要交social security tax and medicare tax. 這什麽時候交呢？是第3年交嗎？
2：我的是05年11月到美國的，到今年的年底還沒有2年，為什麽就要交這2種稅呢？
