why do you want get F1 outside U.S. you can change it in U.S. you donot need hire laywer. Just send you admission letter and all you immigration document to INS, I just do so. However, it need long time for me it took 8month. You can ask the international office of school to write a letter for you, That will fast the process, only one month. Good luck!
