I did not see any problem for you to get F vsia in third country. But I know some special country, such as some Africa counties need to go back to home country to get F visa.

However, for your situation, your problem is difficulty to prove that you have enough finance support because of your hu*****and returing China. So, if your case is denied, you can not go back to America
