You need to get waiver. USCIS will check it in the last, and it may delay you for getting GC. There is an example, although it is different case, it shows that USCIS pay more attention to the days. I know a PERM cases, he put ad one month ago before he get prevailing wage, which is the first day should be counted as the 180 days for PERM. Then, his case was denied because USCIS or DOL said it is too old for the recruitment.
