According to USCIS, approved EB2 in the fiscal year of 2002-2005 are 2353,1402, and 1478. It's far away from the limit.

I guess they are doing this on purpose. They want to slow down the immigration speed. The American are afraid to lose their white collar jobs to our forigners.
