Eb2,EB3 VB--personal guess

EB2隻前進7天，隻有兩種可能。

1。11，12月是HOLIDAY　MONTHS，USCIS不想收到太多CASES，所以向DOS匯報說他們名
額不多。然後DOS就試探性的動了7天。
2。BEC的CASES已經遞交了很多140/485，影響到每個月200個EB2的中國名額。所以
USCIS不想讓PERM的CASES湧入係統，向DOS匯報說他們名額不多。然後DOS就試探性的動
了7天。

如果是第一種，那麽EB2前景還行。
如果是第二種，EB2會緩步前進。

EB3前進1個月，猜測，
2001年4月30日左右的245（I）CASES（NON-RIR）正在DOL做廣告，或是轉RIR階段，所
以1個月內不會影響到EB3。現在釋放出來的RIR的EB3，還夠USCIS/DOS撐一段的。但到
了2007年的2月份的排期，可能會影響EB3的月月前進。
