Can H4 apply visa other than using AP and keep I485 status?

Froom Attorney Zhang & Associates website, H1 holder can apply H1 visa outside the US but use AP as backup without abandon the pending I-485. How about H4 dependents? Can H4 dependents or AOS dependents apply H4 visa abroad withou using AP to come back the US and keep still keep I-485 legally? THANKS.
