Please help me on my Mom's "extension of stay"

My mom has applied for an extension of her stay for a couple of weeks. She has received the notice of receipt.

If she still can not receive the notice of approval before the date on the old I-94 form that she needs to leave, does she have to leave? I heard from somebody that if she has the receipt, she still can stay here to wait for the decision from the USCIS even though it is later than the date that she has to leave. If there is anybody have such experience, I would appreciate very much if you share with me.
